When a product carries a Section 18 emergency exemption, that exemption comes with its own labeling that specifies how to use the product for that emergency situation. The mixing instructions required for that use are on the Section 18 label, and those instructions take precedence for the emergency application. The general product label may not cover the emergency use or could differ, and an MSDS is safety information, not mixing instructions. If there were any conflict between labels, you would follow the more protective instruction, and the Section 18 label governs for that emergency use.
